This story is triggered by viewing the poster on the wall of the theater in Scaladio.

Look at the poster near the Drinking Dutchman in Silverton.

Examine an empty cage in Miner’s End
Pillar of Knives
You will come across a knife-wielding man during Mycroft’s case, Love, Death, and Cordona. You can’t skip this part. Getting there sooner won’t give you any clues about the mission.
