All you need to do is unlock Dennis Nedry Character.
You must then go to a level for free play, such Camp Sabotague that has Ingen scouts.
The achievement should be yours if you take Nedry’s role and throw a soda towards one of the Ingen Scouts.
You won’t achieve the Achievement by throwing soda at a secondary character/ companion.
